History

Mr. Brian M. Cope, P.E. Vice President, and Ms. Julie C. Rodriguez formed B.M. Cope, Inc. dba Cope Engineering, Inc. (CEI) in June of 2014 and is located in San Antonio, Texas. Cope Engineering has a history dating back as far as 1945 that included, throughout the years, several principal changes. Predecessors of Cope Engineering included Helland & Seligman established in 1945, Seligman & Pyle in 1965, Pyle & Cope Engineering in 1992, and lastly Cope Engineering, Inc. in 1996. Collectively, the firms’ past and present origins have embraced over 70 years of civil, municipal, and environmental engineering experience, with each firm specializing in public works, water and wastewater system engineering in the South-Texas area. During the course of each transitional change, each firm has reflected a motto of “Commitment” to their clients, providing solutions to each Client’s infrastructure needs for the well-being and welfare of the community through planning, municipal consulting, and civil engineering services. Today, Cope Engineering strives to abide by that same motto of “Commitment” to all Cope Engineering clients. Throughout the years, our firm’s municipal status continues to grow; allowing Cope Engineering staff to utilize and expand from past projects, while creating “new” design for current and future municipal projects. Our staff is committed to providing higher standards by delivering engineering solutions to exceed client satisfaction and project goals within time and budget.

Mr. Cope has worked closely with the cities of Cibolo, Charlotte, Bandera, LaCoste and Runge since 1999—. during this time the predecessors of Cope Engineering held the position of City Engineer and in 2014 Cope Engineering was formed and Cope Engineering became the Consultant City Engineer for these cities. Cope Engineering has also provided consulting engineering services to the City of Pleasanton, City of Kenedy, and the City of Natalia. Our firm has provided engineering solutions to these municipalities on various projects ranging from TCEQ permitting and compliance, water well design, water treatment, storage, distribution and rehabilitation of existing facilities, roadway construction, and various wastewater system collection and treatment improvements, storm water sewer and drainage design, and street maintenance programs. Cope Engineering also assists in the preparation of maps and assists their Clients with proposed development and site plan review within its service area.

Our experience with these Cities is not only limited to design, but also includes assisting with Development Plan Review Services for Residential and Commercial projects, Master Planning with Capital Improvement Plan updates, Preparation of City Maps, and Subdivision Ordinance and Design Guideline Review.
